The Department of Migrant Workers (DMW) has reassured Filipino seafarers and their families of its dedication to supporting those who may be jailed or facing criminalization overseas. During a Maritime Forum hosted by The Manila Times on June 14, DMW Undersecretary for Welfare and Benefits Programs Hans Leo Cacdac acknowledged the challenges seafarers face, such as geopolitical tensions and unsafe working conditions.
Criminalization is a significant issue for seafarers, often arising from maritime accidents, pollution incidents, or the discovery of illicit cargo onboard. Despite lacking knowledge or involvement in such situations, seafarers are sometimes denied fair trials and unjustly imprisoned. The International Transport Workers Federation has highlighted the ongoing neglect of seafarers’ rights, with many countries failing to adhere to guidelines established by the International Maritime Organization and International Labor Organization in 2006.
To address these concerns, the DMW has strengthened its partnership with the Department of Foreign Affairs (DFA) and its Aksyon Fund, providing legal, medical, financial, and other forms of assistance to overseas Filipino workers, including seafarers. Cacdac emphasized the DMW’s efforts to expand support networks by hiring lawyers globally and establishing a team of in-house legal professionals in 39 locations worldwide. These initiatives aim to showcase the Philippine government’s commitment to safeguarding its seafarers and ensuring their fair treatment abroad.
