Captain Ian Finley, the Permanent Representative of the Cook Islands to the International Maritime Organization (IMO), has been chosen as the recipient of the prestigious International Maritime Prize for 2023. This decision was made by the IMO Council during its 132nd session in July 2024. Captain Finley was nominated for the award by the Government of the Cook Islands, recognizing his significant contributions to the objectives and work of the IMO since 1995.
Having served as a delegate to the IMO for over three decades, Captain Finley has been actively involved in the development of safety, environmental, and legal legislation within the organization. He has been commended for his diplomatic skills in facilitating compromises and consensus among member states. Additionally, Captain Finley has championed the cause of Small Island Developing States (SIDS) by promoting technical cooperation and capacity building.
As a Master Mariner with a rich maritime background, Captain Ian Finley began his career in 1961 and eventually transitioned to a role in ship operations and senior management. He played a crucial role in guiding the Cook Islands to become a member state of the IMO in 2008 and has since been a strong advocate for SIDS within the organization. Captain Finley’s dedication and contributions have been recognized through various honors and awards, including the Distinguished Public Service Award from the United States Coast Guard. The International Maritime Prize, which includes a financial award and a dolphin sculpture, will be presented to Captain Finley at a ceremony later in 2024.
