LONDON: India has announced that its proposal to the 113th Session of the Legal Committee of the International Maritime Organization (IMO) received acceptance and support from the Committee. This proposal specifically tackles the increasing issue of seafarer abandonment, calling for enhanced practical measures in line with the Maritime Labour Convention (MLC, 2006) to protect the welfare of seafarers.
In its submission, India pointed out operational deficiencies in financial security activation, verification, and reporting mechanisms. The proposal suggests the creation of a Model Standard Operating Procedure (SOP) that outlines clear timelines and coordinated responses involving flag States, port States, and the seafarers’ national States. Additionally, it recommends establishing a secure web-based system to improve coordination, data reporting, and verification processes.
The Indian delegation, led by Ms. Akali V Konghay, Joint Secretary from the Ministry of Law & Justice, and Shri Ash Mohomad, Deputy Director General of Shipping, participated actively in the session, which took place from April 13 to April 17, 2026. They were joined by representatives from the Indian Maritime Administration and industry stakeholders.
This initiative underscores India’s dedication to enhancing seafarers’ welfare, reinforcing maritime governance, and contributing to the advancement of international maritime law under the IMO’s framework. The delegation also engaged with the Director of IMLI and interacted with Indian students visiting the IMO from WMU and IMLI.
