Philippines and Norway Collaborate on Maritime Safety and Digital Innovation

The Philippines has enhanced its collaboration with Norway in key areas such as maritime safety, digitalization, decarbonization, and the development of seafarer competencies. On April 17, 2026, MARINA Administrator Sonia Malaluan held discussions with Alf Tore Sørheim, Director General of the Norwegian Maritime Authority (NMA), and Norway’s Ambassador to the Philippines, Christian Halaas Lyster. The meeting, which followed a bilateral session between MARINA and the NMA, aimed to strengthen their partnership.

One significant outcome of the discussions was the potential for technical assistance in analyzing maritime incidents, which would enhance safety measures through a data-driven approach. Additionally, the two authorities are looking to share best practices for implementing a risk-based ship inspection system to further bolster maritime safety. They also explored opportunities for electrifying short-distance domestic shipping as part of broader efforts to reduce greenhouse gas emissions in the maritime sector.

Furthermore, Malaluan highlighted ongoing cooperation regarding the mutual recognition of STCW certificates, which could facilitate the deployment of more Filipino seafarers. MARINA is responsible for ensuring that foreign-issued certificates for Filipino seafarers meet international standards. Both parties are committed to translating these initiatives into actionable programs and sustained technical cooperation, aiming to enhance seafarer competency and well-being.

In a related effort, the Philippines has initiated a national workshop focused on reducing greenhouse gas emissions in the maritime sector, in partnership with the International Maritime Organization and supported by the Government of Korea. This workshop aims to establish a technical foundation for the country’s maritime GHG emissions baseline and guide the development of a national decarbonization roadmap. Expected outcomes include a shared understanding of the IMO’s 2023 GHG Strategy and the identification of gaps in existing maritime data systems.
