The Nigerian Maritime Administration and Safety Agency (NIMASA) has unveiled a comprehensive framework aimed at enhancing the education, training, and certification of seafarers. This initiative is designed to align Nigeria with international maritime standards and foster a competitive workforce. The new guidelines, outlined in a Marine Notice, revise the requirements for maritime education, training, assessment, and medical fitness certification, adhering to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW).
Effective October 2025, aspiring officers must complete updated National Diploma (ND) and Higher National Diploma (HND) programs in Nautical Science and Marine Engineering at NIMASA-approved institutions. Additionally, they must have qualifying sea service to sit for the Certificate of Competency (CoC) exams. To support existing diploma holders, NIMASA will introduce mandatory Bridging Courses to facilitate their transition to the new standards before the December 2028 deadline.
NIMASA Director General Dr. Dayo Mobereola emphasized that these reforms are crucial for enhancing the quality of maritime education and ensuring Nigerian seafarers can compete internationally. The agency also requires Maritime Education and Training Institutions to resubmit their academic programs for re-approval, reinforcing policies on recognizing foreign Certificates of Competency. This initiative marks a significant step towards improving maritime safety and professionalism in Nigeria.
