At a recent meeting focused on policy mapping, partners of the Baltic Sea Green Shipping Corridors project, launched in October 2025, discussed initiatives to transform the Baltic Sea into a leading testing ground for low-emission maritime transport. The project aims to evaluate regional needs for establishing green shipping corridors and foster cooperation among ports, shipping operators, fuel suppliers, and policymakers. Funded by the Swedish Institute, it seeks to enhance collaboration in developing these corridors.

Green shipping corridors, which provide emission-free routes between ports, are viewed as essential for decarbonizing maritime transport. They create environments conducive to alternative fuel deployment and technological testing. The Baltic Sea’s dense traffic and innovative port network make it an ideal location for such initiatives. However, the recent meeting highlighted significant challenges, including the lack of dedicated financial instruments and regulatory frameworks to support the scaling of green marine fuels.

Participants noted that existing financial mechanisms are fragmented, consisting of general green transition funds and EU-level initiatives like FuelEU Maritime. Barriers such as high capital expenditures for infrastructure, regulatory uncertainties, and weak demand for green fuels were also identified. Recommendations from experts across the region included establishing corridor designation frameworks and early involvement of member states in shaping EU policies to facilitate the transition to green shipping corridors.

The Baltic Sea region is recognized globally for its advanced maritime decarbonization efforts. Following the Clydebank Declaration at COP26, six Baltic Sea countries committed to supporting the development of green shipping corridors. The project aims to address key obstacles, including the low demand for zero-emission fuels and the high costs associated with renewable fuel infrastructure.
