INTERCARGO has released the inaugural guidelines for ship-to-ship (STS) transfers specifically for dry bulk carriers, addressing the growing need for such operations in areas with limited port infrastructure. The “Ship to Ship Transfer Guidelines for Bulk Carriers” provides a comprehensive framework that encompasses planning, risk assessment, maneuvering, fendering, cargo handling, and emergency response protocols.
As dry bulk shipping increasingly relies on STS transfers—especially in regions unable to accommodate large vessels—these guidelines fill a significant gap. Unlike the tanker sector, which has long operated under established STS standards, the dry bulk industry lacked dedicated operational protocols until now.
The guidelines were crafted with contributions from shipowners, operators, and marine experts, aiming to enhance clarity, consistency, and standardization in dry bulk STS operations. John Xylas, Chair of INTERCARGO, emphasized that while STS transfers are already prevalent in the industry, the absence of a formal standard has hindered safe and consistent practices.
As the use of STS transfers expands, INTERCARGO anticipates improved alignment among operators, charterers, insurers, and regulators, fostering a more uniform approach to dry bulk operations.
