The Trump administration has launched a significant temporary sanctions waiver allowing for the production, sale, and shipment of Iranian oil, marking a notable departure from the “maximum pressure” strategy that characterized U.S. dealings with Tehran during Trump’s terms. Treasury Secretary Scott Bessent confirmed the change, citing Iran’s commitment to ensuring free transit in the Strait of Hormuz and permitting International Atomic Energy Agency (IAEA) inspectors into the country as part of talks in Switzerland.

As part of this waiver, the Treasury Department’s Office of Foreign Assets Control (OFAC) issued General License X, which permits transactions essential for producing and exporting Iranian crude oil and related products through August 21, 2026. This broad authorization encompasses various maritime services, including vessel management and insurance, and even allows U.S. dollar payments for sanctioned oil dealings, reversing years of isolating Tehran from the global financial system.

The policy shift coincides with a surge in Iranian oil exports following a recent agreement with the U.S. that involves lifting the maritime blockade and establishing sanctions waivers for oil transactions amid ongoing nuclear negotiations. Recent reports indicate that Iran has exported approximately 36 million barrels of crude oil since mid-June, illustrating Tehran’s rapid response to monetizing accumulated oil amidst previous sanctions.

This pivot raises concerns among Trump supporters regarding the long-standing strategy towards Iran and presents challenges for the maritime industry as it adapts to a changing sanctions environment.
