The Liberian Registry has introduced electronic seafarer documents and a dedicated mobile application, marking a significant advancement in the digitalization of crew certification and compliance services. This initiative allows seafarers on Liberian-flagged vessels to access digital versions of essential credentials, such as Seaman’s Books, licenses, qualifications, and sea service records, via the newly launched SEA360 mobile app.
These electronic documents serve as digital counterparts to traditional paper certificates and include QR codes for immediate verification by port state control inspectors and authorized personnel on shore. Additionally, the registry has integrated its Seafarer Electronic Application system into a comprehensive Seafarer Portal, which consolidates medical certifications, training programs, and application processing into a single platform. A new compliance engine, Crew360, enhances the vetting and verification processes prior to issuing credentials.
This development is particularly relevant in the context of the shipping industry’s ongoing shift towards secure, real-time digital documentation. Traditional paper-based certification has faced criticism for inefficiencies, fraud risks, and administrative delays, especially affecting globally mobile seafarers.
By leveraging mobile access and QR-based verification, Liberia aims to streamline compliance while bolstering document integrity across its fleet. As the world’s largest ship registry, this move could catalyze broader industry adoption of electronic crew documentation and establish a new standard for how flag states manage seafarer records moving forward.
