The Kerala Government announced its ambition to secure ₹10,000 crore ($1 billion) in shipbuilding investments from various investors, rather than relying on a single entity. This clarification follows comments made by Chief Minister Shri V.D. Satheesan, who mentioned that the TATA Group had sought approval for a $1 billion investment in the state’s shipbuilding sector during a Bloomberg News interview.

The state’s Department of Information and Public Relations emphasized that no singular investment agreement has been finalized with any institution at this time. The government is actively promoting a joint venture between Malabar Cements Ltd. and Artsun Engineering Ltd., a subsidiary of the Tata Projects Group, aimed at establishing a shipbuilding unit at Cochin Port. All necessary approvals for this project have reportedly been obtained.

As of now, the TATA Group has not publicly commented on the investment initiative. The state government also clarified that “Mission Samudra,” which refers to Kerala’s broader shipbuilding and marine ecosystem project, is not limited to just one shipbuilding unit, indicating a more expansive vision for the sector.
