Marina and EU Launch New METC Master Plan
The Maritime Industry Authority (Marina) and the EU-Asean Scope Seafarers Project Team recently unveiled the Maritime Education, Training, and Certification (METC) Master Plan during their second Project Steering Committee meeting. This initiative aims to modernize training for Filipino seafarers while reviewing project milestones and outlining a work plan for the period from October 2026 to March 2027.
The METC Master Plan is seen as a significant step toward institutional reform, reinforcing the Philippines’ leadership in maritime governance, education, training, and certification. Developed with direct project support, the master plan serves as a strategic framework for Marina to upgrade national training standards, align Philippine proposals with the global STCW Convention review, and prepare seafarers for advancements in green shipping and emerging technologies.
Key themes discussed included the adoption of the METC Master Plan for institutional reform, alignment with international standards through STCW review proposals, and the promotion of green shipping practices. The meeting also focused on advancing Philippine proposals for the global STCW review, emphasizing decarbonized shipping modules and reaffirming collaborative commitments among leaders from various maritime agencies and the EU.
Through ongoing collaboration with the EU-Asean Scope Seafarers Project, Marina aims to enhance maritime governance, improve institutional capacity, and ensure compliance with international maritime standards.
