ICS and ITF Collaborate to Combat Unjust Detention of Seafarers

The global shipping industry is taking significant steps to safeguard seafarers from unjust criminalization and detention, while simultaneously addressing the escalating issue of narcotics smuggling. The fair treatment of seafarers is a pressing concern, as many face arbitrary detention and extended imprisonment in foreign countries during investigations that often lack sufficient evidence. This situation frequently results in prolonged separation from their families.

In response, the International Chamber of Shipping (ICS) and the International Transport Workers’ Federation (ITF), along with other organizations, are collaborating on initiatives aimed at promoting the rights of seafarers. A recent document submitted to the International Maritime Organization (IMO) highlights their ongoing efforts to shield seafarers from unfair treatment. A symposium held on June 17, 2025, brought together key stakeholders from various sectors to discuss additional measures for protecting seafarers and enhancing their fair treatment.

The ICS and ITF have also established an Industry Standing Forum on the Criminalization of Seafarers to unify the industry’s voice on detention cases and facilitate information sharing. While support for the IMO/ILO Guidelines exists among member states, practical application by local authorities often falls short, highlighting a need for better coordination and awareness.

Additionally, the industry is intensifying efforts to combat the smuggling of illegal narcotics via commercial shipping. A centralized hub for loss prevention guidance has been created, as maritime transport is increasingly implicated in global narcotics trafficking. According to the UNODC, commercial vessels often unknowingly transport illegal drugs, with Latin American ports identified as high-risk locations for cocaine smuggling.
