The Marine Environment Protection Committee (MEPC) of the IMO wrapped up its 84th session, focusing on global shipping emissions and the adoption of mid-term measures under the IMO Net-Zero Framework. Nearly 100 delegations participated, presenting various proposals to advance negotiations. An intersessional Working Group was established to address concerns and foster consensus before the next meeting, MEPC 85, set for December.

Two inter-sessional meetings will take place in September and November, alongside a workshop on fuel tracking models to ensure emissions are accurately monitored. The second extraordinary session of MEPC, adjourned last October, is set to resume on December 4, contingent on discussions from MEPC 85.

IMO Secretary-General Arsenio Dominguez emphasized the need to rebuild trust and maintain momentum in the intersessional work. Thomas A. Kazakos, Secretary General of the International Chamber of Shipping, acknowledged the constructive dialogue but noted that many member states still require adjustments for a global regulatory framework.

Despite pressure from the US for delays, the Net Zero Framework remains intact, with the EU and other nations committed to ambitious climate action. T&E’s Felix Klann urged that delays should not become the norm, stressing the importance of a robust agreement for net-zero emissions.
