José Antonio Conde, the maritime captain of Santa Cruz de Tenerife, addressed the International Maritime Organization (IMO) Council in London, detailing the management of a maritime security crisis involving the MV Hondius, a Dutch-flagged cruise ship. He emphasized that the successful operation hinged on coordination, cooperation, and commitment, which the World Health Organization recognized as a model for crisis management. Conde’s presentation was supported by Ana Núñez, the General Director of Maritime Trade, and representatives from the Netherlands, highlighting the collaborative effort behind the vessel’s safe entry into Granadilla port.
Conde outlined the step-by-step approach to managing the health crisis, attributing success to the collaboration among health, maritime, and port authorities, as well as civil protection. The choice of Granadilla as the destination port was strategic, given its industrial nature, distance from populated areas, and proximity to an international airport. The Maritime Captaincy closely monitored the MV Hondius, establishing a restricted navigation area and ensuring that no other operations occurred at the port until the vessel’s arrival.
Following Conde’s remarks, Núñez praised maritime captains as essential to coastal administration, commending Conde’s professionalism in addressing the hantavirus outbreak on board. The successful operation of the MV Hondius has since become a benchmark in international discussions on maritime security and public health, showcasing the importance of rapid response and a clear legal framework.
The IMO Council regularly reviews health and security emergency protocols for passenger vessels, using cases like the MV Hondius as practical references to update international guidelines applicable to similar incidents in various jurisdictions. The collaboration between Spanish authorities and the flag State was highlighted as a key factor in the operation’s success, reinforcing the need for coordinated responses in maritime health crises.
