UK Launches ETS Maritime Compliance Guide Ahead of July Deadline

The UK government has released guidance to assist shipping companies in preparing for the integration of maritime transport into the UK Emissions Trading Scheme (UK ETS), effective from July 1. This guidance outlines which vessels and operators are subject to the scheme, detailing requirements for emissions monitoring, reporting, and the surrender of allowances. It primarily targets ships with a gross tonnage of 5,000 or more that engage in domestic UK voyages and activities at UK ports.

Under the new regulations, maritime operators involved in qualifying activities must submit an emissions monitoring plan within 42 days of starting operations. This plan must detail how greenhouse gas emissions will be tracked and reported, adhering to the scheme’s standards. Compliance with the UK ETS involves several steps, including setting up a maritime operator account, applying for an emissions monitoring plan, and regularly monitoring and reporting emissions.

The first compliance year for maritime operators will span from July 1, 2026, to December 31, 2026, transitioning to a calendar year format starting January 1, 2027. Operators must acquire and surrender allowances equivalent to their reported emissions, with one allowance required for each tonne of CO₂ equivalent emitted. The monitoring requirements encompass emissions of carbon dioxide, nitrous oxide, and methane from maritime activities within the UK ETS framework.
