The Indian government has relaxed licensing requirements for entities in GIFT City that charter foreign-flag vessels for international operations, particularly when these ships do not dock at Indian ports. This initiative aims to alleviate compliance burdens associated with ship leasing, making the International Financial Services Centre (IFSC) more appealing for maritime finance and vessel leasing activities.
Previously, Indian entities needed a license from the Director General of Maritime Administration to charter foreign vessels, irrespective of whether they operated within Indian waters or abroad. The new regulations will ease this requirement for foreign-flag vessels exclusively used for overseas operations, a change long advocated by industry stakeholders.
GIFT City is being developed as a central hub for ship leasing, supported by policy incentives to cultivate a competitive maritime finance ecosystem. This recent regulatory adjustment is expected to enhance this environment by reducing procedural barriers for lessors and operators within the financial center.
The rule change is likely to enable Indian leasing entities to broaden their global footprint while maintaining vessel financing operations in India. It also aligns with the government’s strategy to promote ship leasing, improve the ease of doing business, and establish GIFT City as a premier destination for maritime and financial services.
