Norway Revises Container Loss Reporting Rules

The Norwegian Maritime Authority has updated its reporting procedures regarding the loss of freight containers at sea. The revisions to form KS 0197 and its accompanying guidance aim to comply with new international and national regulations. These updates were announced on April 18 and are in line with the Notification and Reporting Regulations and the Navigation Regulations, which will take effect on January 1, 2026.

Under the new rules, any Norwegian vessel that loses one or more containers at sea must promptly report the incident to the Norwegian Maritime Authority. The revised KS 0197 form outlines standardized procedures for reporting, detailing the specific information required for submissions.

Additionally, the regulatory changes establish a distinct requirement for reporting floating cargo containers spotted at sea. Unlike lost containers, these sightings should not be reported to the Norwegian Maritime Authority but rather to the relevant coastal authority. Within Norwegian waters, reports should be directed to the Norwegian Coastal Administration.

Mariners are also obligated to inform nearby vessels about both lost and observed floating containers to enhance navigational safety. Notably, recent amendments to SOLAS Chapter V and MARPOL Article V have reinforced the need for such reporting procedures, ensuring alignment with international safety standards.
