Oman has proposed the establishment of a Particularly Sensitive Sea Area (PSSA) off its Arabian Sea coast during the 84th Session of the IMO’s Marine Environmental Protection Committee. This initiative aims to protect endangered marine species, particularly the Arabian Sea Humpback Whale, which faces threats from vessels traveling at speeds exceeding 10 knots. Other at-risk species include Blue and Sperm whales, Humpback dolphins, and various turtle species.

The proposal advocates for further research into the risks posed by ship strikes and suggests potential measures to mitigate injuries and fatalities among these endangered species. Two main categories of restrictions are being considered: one would introduce speed limits in designated Precautionary Areas at both the northern and southern ends of the proposed zone, while the other would enforce stricter regulations in critical breeding grounds for turtles and whales.

While the initiative focuses on environmental protection, the region also raises security concerns due to the presence of stateless dhows and illegal activities, including arms and drug trafficking linked to the IRGC. Oman has been enhancing its coastal surveillance capabilities to address these challenges, with a new radar system being implemented to support monitoring efforts along its rugged coastline.
