The National Maritime Polytechnic (NMP) in Tacloban City will begin offering free regular training for Filipino seafarers starting August 3. This initiative, approved by the Department of Migrant Workers (DMW), aims to alleviate the financial burden associated with mandatory training and certification, which has historically cost seafarers thousands of pesos. The exemption covers 22 training programs that previously required fees, marking a significant shift in NMP’s nearly five-decade history.
NMP Executive Director Victor del Rosario emphasized that this subsidy is an investment in the maritime workforce, which plays a crucial role in the country’s economy through overseas remittances. The free training will include courses for operational, refresher, and management-level certifications, while specialized programs will continue to be offered at reduced rates.
This initiative aligns with the Magna Carta of Filipino Seafarers, enacted in 2024, which aims to enhance the welfare and competitiveness of maritime professionals. To facilitate the program’s implementation, NMP is developing guidelines for enrollment and prioritization of beneficiaries. Additionally, the institution is planning to expand its reach by establishing new training centers in Luzon and Mindanao, enhancing accessibility for seafarers across the country.
