Gujarat Maritime University (GMU) has launched a two-week capacity-building program focused on Maritime Law, Governance, and Administration, specifically designed for senior officers of the Directorate General of Maritime Administration (DGMA). The program aims to enhance the understanding of legal and institutional frameworks governing India’s maritime sector, preparing participants to tackle emerging regulatory and operational challenges.
The inaugural session was led by Dr. Justice Kaushal J. Thaker, who emphasized the importance of engaging fully in the program. He encouraged participants to view it as an opportunity for intensive learning and to take the insights gained back to their respective jurisdictions for further training among colleagues. Prof. (Dr.) Manimuthu Gandhi highlighted the interconnectedness of maritime law within the broader context of international law, urging participants to consider the implications of freedom of navigation and its relevance to their work.
Advocate Hari Narayan discussed significant legislative changes expected in 2025, which will align Indian shipping law with international standards. He stressed the critical role DGMA officers play in enforcing these laws, underscoring the importance of effective implementation for the protection of seafarers and the maritime industry. The program also includes sessions on various aspects of maritime law, including environmental protection, marine biodiversity, and advancements in technology related to shipping.
Fifteen senior DGMA officers are participating in this initiative, which features contributions from high court judges, maritime law practitioners, and experts from international organizations. The comprehensive curriculum is designed to address key issues in both international and domestic maritime law, ensuring that participants are well-equipped to navigate the complexities of the maritime landscape.
