The Government of India has introduced E-Samudra, a comprehensive digital platform aimed at modernizing maritime governance and enhancing services for seafarers, shipping companies, and ports. Launched by Union Minister Sarbananda Sonowal in Mumbai, this initiative provides a single digital interface for maritime services, incorporating features like online payments and real-time tracking. The platform is designed to lessen compliance burdens, making maritime processes more transparent and efficient.
Notably, India’s seafarer workforce has seen significant growth, tripling from approximately 103,000 in 2013 to more than 323,000 by 2025. With this expansion, India has positioned itself as the world’s second-largest seafarer supplier, with aspirations to claim the top spot. Sonowal emphasized that the welfare of seafarers is central to India’s maritime strategy and that E-Samudra is a crucial step towards creating a stakeholder-centric governance framework.
In conjunction with E-Samudra’s launch, the Directorate General of Maritime Administration (DGMA) unveiled initiatives aimed at enhancing the safety and welfare of seafarers. This includes a 24/7 grievance redressal system and a Seafarer Tracking Dashboard, along with programs addressing physical and mental well-being. The DGMA aims to transition maritime administration from traditional physical models to a digital-led ecosystem, improving service accessibility while minimizing the need for in-person visits to government offices.
The launch aligns with India’s broader maritime policy and Vision 2047, which seeks to bolster regulatory services for the growing maritime workforce. With E-Samudra, India aims to streamline maritime governance and strengthen welfare measures, further supporting its ambitions as a leading global maritime player, including becoming a key destination for ship recycling and shipbuilding.
